"That U.S. businesses have led the recent revolution in artificial intelligence is owed to the decades of research supported by the U.S. government in computing, neuroscience, autonomous systems, biology and beyond that far precedes those companies’ investments. Virtually the entire U.S. biotech industry — which brought us treatments for diabetes, breast cancer and HIV — has its roots in publicly funded research. Even a small boost to NIH funding has been shown to increase overall patents for biotech and pharmaceutical companies...

Giving out grants for what might look frivolous or wasteful on the surface is a feature, not a bug, of publicly funded research. Consider that Agriculture Department and NIH grants to study chemicals in wild yamsled to cortisone and medical steroids becoming widely affordable. Or that knowing more about the fruit fly has aided discoveries related to human aging, Parkinson’s disease and cancer.

For obvious reasons, companies don’t tend to invest in shared scientific knowledge that then allows lots of innovation to flourish. That would mean spending money on something that does not reap quick rewards just for that particular company.

Current business trends are more likely to help kill the U.S. innovation engine. A growing share of the country’s research and development is now being carried out by big, old companies, as opposed to start-ups and universities — and, in the process, the U.S. as a whole is spending more on R&D without getting commensurately more economic growth."

The data set aims to accelerate scientific research that could fight the Covid-19 pandemic.


"The news: Today researchers collaborating across several organizations released the Covid-19 Open Research Dataset (CORD-19), which includes over 24,000 research papers from peer-reviewed journals as well as sources like bioRxiv and medRxiv (websites where scientists can post non-peer-reviewed preprint papers). The research covers SARS-CoV-2 (the scientific name for the coronavirus), Covid-19 (the scientific name for the disease), and the coronavirus group. It represents the most extensive collection of scientific literature related to the ongoing pandemic and will continue to update in real time as more research is released."

"The idea that scientific research should be freely available for anyone to use is a sharp departure, even a threat, to the current system – which relies on publishers’ ability to restrict access to the scientific literature in order to maintain its immense profitability. In recent years, the most radical opposition to the status quo has coalesced around a controversial website called Sci-Hub – a sort of Napster for science that allows anyone to download scientific papers for free. Its creator, Alexandra Elbakyan, a Kazhakstani, is in hiding, facing charges of hacking and copyright infringement in the US. Elsevier recently obtained a $15m injunction (the maximum allowable amount) against her.

Elbakyan is an unabashed utopian. “Science should belong to scientists and not the publishers,” she told me in an email. In a letter to the court, she cited Article 27 of the UN’s Universal Declaration of Human Rights, asserting the right “to share in scientific advancement and its benefits”.

Whatever the fate of Sci-Hub, it seems that frustration with the current system is growing. But history shows that betting against science publishers is a risky move. After all, back in 1988, Maxwell predicted that in the future there would only be a handful of immensely powerful publishing companies left, and that they would ply their trade in an electronic age with no printing costs, leading to almost “pure profit”. That sounds a lot like the world we live in now."

"The movement for open access is not new, but it seems to be accelerating. Even since we started following Diego’s case in 2014, many parts of the scientific community have begun to fully embrace open access publishing. Dozens of universities have adopted open access policies requiring that university research be made open, either through publishing in open access journals or by archiving papers in institutional repositories. This year’s groundbreaking discovery on gravitational waves—certainly one of the most important scientific discoveries of the decade—was published in an open access journal under a Creative Commons license. Here in the U.S., it’s becoming more and more clear that an open access mandate for federally funded research will be written into law; it’s just a matter of when. The tide is changing, and open access will win.
But for researchers like Diego who face prison time right now, the movement is not accelerating quickly enough. Open access could have saved Diego from the risk of spending years in prison.
Many people reading this remember the tragic story of Aaron Swartz. When Aaron died, he was facing severe penalties for accessing millions of articles via MIT’s computer network without "authorization." Diego’s case differs from Aaron’s in a lot of ways, but in one important way, they’re exactly the same: if all academic research were published openly, neither of them would have been in trouble for anything.
When laws punish intellectual curiosity and scientific research, everyone suffers; not just researchers, but also the people and species who would benefit from their research. Copyright law is supposed to foster innovation, not squash it."

"Unlike other digital goods markets like eBooks or music, where a single dominant player can coordinate rapid change, scientific publishing is fragmented and heterogeneous. There are a multitude of publishers, disciplines, and funding organizations. “Like any other platform shift, it will take everybody on both sides to do it,” said Mark McCabe, a lecturer at Boston University’s Questrom School of Business, and Professor and Director of the Digital Business Program at SKEMA Business School in France. “The transition between business models is a process that requires major players to subsidize or sponsor it. In the context of OA, the coordination challenges are substantial. This will take time...”
However, increasing pressure from researchers outside Western Europe and North America, as well as mandates from the EU, may eventually force even reluctant publishers and institutions to adopt the Gold model. “The thing about science is that if traditional publishers were to disappear tomorrow, research would still be conducted and articles would still be written,” McCabe said. “Research authors aren’t selling books or songs; they just want to get their stuff out there in the best way possible, and have it read by anyone who needs it.”"
