Taking Pittsburgh’s Open Data on the Road; Government Technology, May 8, 2017

[Kip Currier: 2017 marks the 10th year of this blog. This post is the 3,000th: an illustrative "lessons-learned" case study of "grassroots" Open Data sharing between City of Pittsburgh data analysts and neighborhood residents.]

When Pittsburgh developed Burgh’s Eye View, the city’s recently-launched open data application, the city’s Analytics & Strategy team visited 26 community meetings in early 2017 to gather actionable feedback and share the application with the community...
The team of analysts offered short presentations focused on how residents might use the application to understand what’s happening in their neighborhood, solicited suggestions for improvements and additional data to include in future updates, and engaged in one-on-one conversations to gain a better understanding of individual residents’ needs.
The team had to thoughtfully consider how to “filter out the tech speak” and present in an accessible and digestible way. The resulting takeaways from the team outline pathways for transforming city analysts into user advocates, show the value of building a broad constituency and taking iterative action based on resident feedback, and provide insight into why cities should pursue open data civic engagement in addition to user research."

"Pittsburgh is the home for CMU and it has helped with the push to add new technology. Pittsburgh is partnering with the university to serve as an urban lab for CMU's research and development. A Memorandum of Understanding (MOU) between CMU and the city serves as a formal partnership to allow CMU to try new tech around Pittsburgh without undergoing a lengthy approval process, similar to how the city is able to send maintenance crews out to do small projects without first seeking funding, Peduto explained... The city has formed partnerships with county and universities to create an open data platform. Pittsburgh is providing the public with real-time data about crime, emergency calls, building permits, or anything else being measured."

"The film’s original distributor, the Walter Reade Organization (named for its founder, a pioneer of art-house distribution), did not file for a new copyright after changing the title from the original “Night of the Flesh Eaters” to “Night of the Living Dead.” That meant the movie went into the public domain almost immediately. As was once the case with Frank Capra’s “It’s a Wonderful Life,” the movie has been subjected to many unofficial, though legal, iterations. The paradox of the situation has not been lost on its director, George A. Romero. “The fact that people were able to show it for free, that anybody was able to distribute it, did result in lots of people seeing it, and keeping the film alive,” he said in a phone interview. But viewers were too often watching inferior versions. That will change — dramatically, the moviemakers hope — on Saturday, Nov. 5, when the Museum of Modern Art screens a new, and copyrightable, restoration of “Living Dead” as part of its annual restoration and preservation festival, “To Save and Project.”"

"Pittsburgh manufactures the products. Philadelphia ships them around the world. One city stands to gain from expanding trade into the Pacific Rim while the other has much to lose, their mayors say. That’s why Philadelphia’s outgoing mayor, Michael Nutter, has been helping the White House stump for the Trans-Pacific Partnership while Pittsburgh Mayor Bill Peduto stands opposed... Mr. Peduto acknowledges that the trade deal might be good for some industries, but says any benefits are outweighed by harm it would do to the steel industry."

"Pittsburgh Mayor Bill Peduto and Councilwoman Natalia Rudiak announced a proposal Tuesday to make a wealth of information -- from the location of potholes, to building permits, to paving schedules -- available to the public on a new city website and for consumption by the tech community who could transform the data into useful apps.
Following a morning new conference, Ms. Rudiak introduced before council the Open Data Ordinance, a piece of legislation that will not only lay the groundwork for the new initiative, but could change the way citizens access public data altogether.
"We want to blow the doors of this building open to provide information," Mr. Peduto said."
